The new Mactan Cebu International airport is a Public Private Partnership (PPP) project under Pnoy completed by Megawide (GMR-Megawide Cebu Airport Corporation (GMCAC)). As with all partnerships and improvements, there is a corresponding price to be paid for new amenities and resort-like ambiance for the private company to recoup their investment
Note that in other countries, the terminal fee/departure tax is included in the airline tickets but not in the Philippines due to exemptions to Overseas Filipino Workers (OFWs) that's why you need to pay separate fees for terminal fee and travel tax (PhP1,620.00 for international economy class airline tickets)

note that is to be paid at the airport in cash so bring your last peso with you at the airport for this one if you're flying out of the country.
Terminal fee is sometimes called departure tax but not the same as travel tax for international travelers
