List of Highly Urbanized Cities of the Philippines

The Philippines currently has 32 cities classified as highly-urbanized. In order to belong to the "elite" group of cities, certain requirements need to be met:

* Population of at least 200,000
* Minimum annual income of PhP100M

This is under the Local Government Code of 1991. The President of the Republic of the Philippines needs to declare a city as highly-urbanized which needs to be approved by the city residents in a plebiscite.

Once declared as a highly urbanized city, the city would have its own congressional district, aside from receiving a higher IRA (Internal Revenue Allotment)

  1. You missed to visit Roxas City in Capiz. Dubbed as the Seafood Capital of the Philippines. You can find and taste the seafood "Angel's Wings (diwal)" the seafood that can be found only in CAPIZ.

    Pan-ay town in Capiz - known the have the largest bell in the Philippines and the second largest catholic bell in Asia.

  2. anonymous, afaik, roxas city is still a component city and not HUC. I've been there in Roxas but only stayed for a few hours. i came from Iloilo but i opted to drop by guimaras

  3. The latest possible addition to the list of the elite cities in the Philippines would be the City of Cabanatuan in the province of Nueva Ecija. President Aquino has recently approved the conversion of Cabanatuan into a highly urbanized city after having met all the requirements but the qualified voters have to participate in a plebiscite to be done within 120 days after the President's proclamation. Cabanatuan City has even exceeded the minimum requirements set by the Local Government Code of 1991.

All mentioned cities are beautiful, clean, progressive and not highly politicized, they as are simply performers...It appears Cabanatuan City lacks the beauty and progress and qualified Mayor to become highly urbanized city...as a matter of fact, it looks like rural with the advent ofprogress in nearby cities...

  5. this coming dec. 1,2012,, the cabanatuan city will be a highly urbanizaed city and it will be more progressive by the help of our hardworking mayor,the real cabanatueno's, mayor julius ceazar vergara. and it will be free from the regime of UMALI'S POLITICAL DYNASTY! let us vote for what is right,choose the right decision for each and every cabanatueno's for the future!let us change the cabanatuan! vote yes for us and for the next generation!viva cabanatuan! viva cabanatueno's! -atty jvb

  6. the nueva ecija should support the conversion of cabanatuan city into a HIGHLY URBANIZED CITY! do not used the people of cabanatuan in UMALI'S PRO-PAGANDA to vote NO! NO simply means that you are against in good opportunity and progressive of each cabanatueno's! we must understand the good benifits of being a HIGHLY URBANIZED CITY and by having an INDIPENDENT REP. in KAMARA being declared as LONE DISTRICT! and we will recieve a high I.R.A.(Internal Revenue Allotment).. this is the truth and the beauty of being H.U.C.!

  7. True. Cabanatuan city looks like Lucena city in terms of progress. Lucena is only a 2nd class city but it has the status of huc.

    even though Cabanatuan city is much older than City of San Fernando Pampanga for being a city, if you compare the 2 cities, you will see the big difference in their progress.

    in my own opinion, Cabanatuan city cannot reach its full potential in progress, because of the Politician in the city and its province aswell.

    you can notice it on the highway which you can see some tarps saying,

    "Cabanatuan, NO TO HUC!"

    Whats wrong in being an HUC, Elite City?!
